Dr. Todd Oldham serves as the Vice President for Economic Development, Workforce and Career Technical Education at Monroe Community College (MCC). As Vice President, he serves as the chief outreach officer for the College with broad based responsibility for providing vision and strategic direction to the areas of academic career and technical education, workforce development, apprenticeship, public/private partnerships, grants development and regional economic development through labor market analysis. Dr. Oldham also works collaboratively with the College’s senior executives to meet institutional objectives and to develop broad campus-wide coordination and collaboration of educational opportunities for career oriented students in support of the business community.

While at MCC, Dr. Oldham has led the College in the establishment of modularized curricula in career and technical education integrating academic and non-credit stackable credentials to promote a robust educational pipeline into advanced manufacturing, engineering, mechanical and applied science and technology occupations. This includes transforming the MCC workforce development unit into a comprehensive and profitable Corporate College incorporating a B2B sales driven model to outreach to local businesses utilizing Customer Relationship Management (CRM), targeted marketing and modern account management practices to support the incumbent workforce. Dr. Oldham was also the senior administrator providing oversight for MCC’s partnerships in launching Rochester’s first Pathways in Technology (P-Tech) Early College High School serving 300 plus urban city youth with curricula fully integrating MCC Integrated Network Technologies A.A.S. degree into a 6-year high school. 

An area of the division that has generated significant traction is the regional web-based (www.mcclmi.com) workforce intelligence platform developed by Dr. Oldham.  The platform incorporates conventional and real time labor market information to support regional economic development and educational partnerships in support of key in-demand industries within the Rochester economy. 

His roles within workforce and economic development have spanned over 17 years in the university and community college at both public and privately funded institutions in California, Washington State and New York. Dr. Oldham holds a Doctor of Education from Northeastern University, a MBA from Chapman University, and a bachelor's degree summa cum laude from the University of California, Los Angeles. Dr. Oldham is also a community college graduate having earned an associate’s degree from Orange Coast College located in Costa Mesa, California.
